This area was created by Azazel and  was used to make democratic decisions about wars and to talk to ND members without getting disturbed. It allows non-ND-Members to join for 30 seconds in a "cutscene-visitor mode" unless one of the ND Leaders disables that access with a toy so we can talk in private.
